David E. Smith was elected to the East Valley Water District Governing Board of Directors in November 2015. He is a 20-year resident of Highland and lives with his wife Katie. With a desire to learn about conservation and water use consumption, David joined the District's Rate Study Working Group during the implementation of budget based rates.

David began his career with the San Bernardino City Unified School District in 1981. He served as a teacher and water polo/swimming coach for 14 years. In 1995, he joined the securities firm Painter, Smith & Amberg, Inc. and currently serves as their Chief Compliance Officer and Managing Partner.

Beyond his professional career, David participates on the finance committee for the San Bernardino Community Scholarship Association. He is currently the secretary of Rotary North of San Bernardino and is a member of the Southern California Aquatics Federation and U.S. Water Polo Association.

Director Smith holds a Master of Arts degree in Education from Azusa Pacific University and a Bachelor of Science degree in Business Management along with a minor in Marketing from California Polytechnic University, Pomona.
